Phil Foden enjoyed a dream run in the 2023/24 season having scored 27 goals and provided 12 assists for Manchester City across all competitions. He played a crucial role in the Cityzens bagging the Premier League title for the fourth consecutive time and later won the Men's PFA Players' Player of the Year award.

After exhibiting blistering form for club and country in the last campaign, the 24-year-old is off to a quiet start in the ongoing season as he has managed just two goal contributions in seven outings thus far. Yet, Manchester United and England legend Rooney thinks that the City star is the best player in the Three Lions squad at the moment as he ignored big names like Harry Kane and Jude Bellingham.

Speaking to talkSPORT, the Plymouth boss said, "Phil Foden, for me. I know he hasn’t played that much this season for Man City, but Phil Foden at his best is the best player England have got. Cole Palmer has been sensational since going to Chelsea, and you see everything Jude Bellingham is doing at Real Madrid. But for me, Phil Foden is the one, I really enjoy watching him.
"They’re very talented. I just hope they haven’t missed it in the last few tournaments because obviously, someone like Harry Kane, who has scored a lot of goals, if he’s not quite there in two years’ time at the next tournament, what effect does that have?"
